Who Can Absentee Vote in West Virginia?

Voters who will be unable to vote in person on election day because they are out of the county or because of illness, permanent physical disability or hospitalization may opt to vote absentee.

How Can I Acquire an Absentee Ballot?

In-person absentee voting takes place in the Circuit Clerk's office 15 days before the election through the 3rd day before the election.

If voters will be out of the county during absentee voting in the Circuit Clerk's office as well as election day, they may apply for an absentee ballot by mail or telephone from the Circuit Clerk's office in the county where they are registered to vote. Applications will be accepted as early as 84 days before the election (though the ballots will only be sent out as early as 42 days before the election). The last day for the circuit clerk to receive an application for an absentee ballot is 6 days before the election. After the application is received, the Circuit Clerk will mail the applicant the ballot.

How do I Return the Absentee Ballot and What is the Deadline?

In order to be counted in the election the returned ballot must be received by the circuit clerk by election day, or postmarked no later than election day and received by the beginning of the canvass for the election

Other Information on Absentee Voting in West Virginia

Voters confined with a permanent disability may apply to have their names on a list so an application to vote absentee will automatically be mailed to them before every election. A doctor's statement of the disability is required on this application. In the case of emergency hospitalization, when it is too late to request a ballot by mail, an application and ballot can be brought to a voter at the hospital. Such service should be requested from the circuit clerk.
