Must register to vote 30 days before the election. Can change or select party affiliation 30 days before the election.

Who Can Absentee Vote in Pennsylvania?
If a voter will be away from his/her municipality of residence because of
occupation, business or duties or will be unable to go to the polls because of illness or disability, he/she may vote by absentee ballot. Below are some other reasons that a voter might need an absentee
ballot:
1. Voter must observe a religious holiday. 2. Voter is away from home at a school, college, or university. 3. Voter is prevented from voting by the hours and nature of his/her
employment, or is a county employee with duties on election day relating to the conduction of the election.
How Can I Acquire an Absentee Ballot?
Applications for absentee ballots are available from the county Board of Elections. Those interested in applying for an absentee ballot may pick up an application any time. A voter may
also submit a written request for absentee ballot containing his/her name, voting residence and signature.
Applications for the ballot must be received by the Board of Elections no earlier than
50 days before the election, and no later than 7 days before the election. The Election Bureau will send out the ballots as soon as they are printed.
How do I Return the Absentee Ballot and What is the Deadline?
All absentee ballots must be returned to the County Board of Elections by 5:00 p.m. on the Friday before the election.
Other Information on Absentee Voting in Pennsylvania
Emergency Applications: If a voter is unable to meet the normal application deadline, an emergency application may be obtained from the Board of Elections.
If an emergency (an unexpected trip or illness, for example) arises after the deadline for applications, an "emergency application" may be obtained from the Board of Elections, either in
person, or by mail or messenger. The applicant must attest to the fact of the emergency before a notary public. These provisions apply until 5:00 p.m. the Friday before the election.
