Who Can Absentee Vote in Maryland?

A registered voter may vote by absentee ballot if that voter:

1. Will be absent on election day from the county in which the voter is registered; or
2. Because of accident, illness, or physical disability, will be unable to go to the polling place on election day; or
3. Because of confinement in or restriction to an institution, will be prevented from going to the polling place
on election day; or
4. Because of death or serious illness in the voter's immediate family, will be unable to go to the polling
place on election day; or
5. Is a full-time student at an institution of higher education located outside the voter's precinct but within
the county of registration, and academic requirements prevent the voter from going to the polling place on election day; or
6. Because of employment by or service as an official of the State Board or a county board of elections, is
required to be absent from the precinct in which the voter is registered to vote on election day; or
7. Is 65 years of age or older whose polling place is not accessible.

How Can I Acquire an Absentee Ballot?

Those wishing to vote absentee should call or write the county board of elections, if possible, 4-6 weeks prior to the election. The voter should be prepared to give his/her name, date of birth and residence address. The board of elections will provide instructions for applying for an absentee ballot.

The application must be completed and promptly returned to the county board of elections before the deadline-not less than 7 days before the election. Ballots are delivered by the printer to the county board of elections approximately 4 weeks prior to the election, and ballots for applications on file are mailed immediately. The ballot for an application received thereafter is mailed the day the application is received.

How do I Return the Absentee Ballot and What is the Deadline?

The ballot should be voted and returned to the county board of elections before or by 8:00 p.m. on election day. Voters requiring an absentee ballot may complete the entire process, including voting, by going in person to the county board of elections. A ballot received by the county board of elections will be counted provided:

1. It has been received prior to the closing of the polls on election day; or:
2. It was mailed from a location within the United States before election day, bearing a postmark verifying that fact, and the ballot is received from the postal service by 4 p.m. on the Wednesday following election day; or
3. It was mailed from a location outside the United States before election day, bearing a postmark verifying that fact, and the ballot is received from the postal service by 4 p.m. on the second Friday following election day (not applicable following a Gubernatorial Primary).
