MASSACHUSETTS ABSENTEE BALLOTS

Who Can Absentee Vote in Massachusetts?

A voter may opt to vote absentee if he/she:
1. Will be absent from his/her city or town on election day; or
2. Has a physical disability preventing him/her from voting at the polling place; or
3. Holds religious beliefs that prevent him/her from voting on election day.

Generally, a voter must be registered in order to vote absentee, though several exceptions exist: Those outside of Massachusetts, prisoners, and members of the armed forces or merchant marine, or their spouses or dependents, do not need to be registered in order to vote absentee.

How Can I Acquire an Absentee Ballot?

Those wishing to vote absentee must apply in writing to the city or town clerk or election commission, either in a letter or by filling out an application form available at the local election office (the appropriate form can also be downloaded at http://www.state.ma.us/sec/ele/eleifv/howabs.htm). The letter should include the following:

- Voter's name
- Voter's address as registered
- Voter's ward or precinct (if they are known)
- Address to which voter wants the absentee ballot sent
- The party ballot sought (if the election is a primary)
- Voter's signature.

Any voter may apply for an absentee ballot for a member of his/her family. If a voter wishes to vote absentee for more than one election in a year, he/she may make one application and ask that ballots for all elections that year be sent.

The deadline for applying for an absentee ballot is noon on the day before an election (though the ballots must be returned by the election day deadline). Absentee ballots are generally available three weeks before an election. If a voter is planning to vote in the clerk's office, he/she may apply for an absentee ballot and vote in the same visit.

How do I Return the Absentee Ballot and What is the Deadline?

The ballot to be returned by mail before the close of the polls on election day (8:00 p.m. for state elections).

The ballot must be signed, but with the implementation of the National Voter Registration Act, it is not necessary to have an absentee ballot witnessed.
