Who Can Absentee Vote in Louisiana?
There are two methods of absentee voting in Louisiana and there are different voter
qualifications for each:
The following individuals are eligible to vote absentee BY MAIL: 1. Any member of the United States Service and his/her spouse and dependents. 2. Any student,
instructor, or professor at an institution of higher learning located outside the parish in which he/she is qualified to vote and who lives outside of said parish by reason thereof, and his/her spouse
and any dependent accompanying and residing with him/her. 3. Any minister, priest, rabbi, or other member of the clergy assigned to a religious post outside the parish in which he/she is registered,
and his/her spouse and any dependents accompanying and residing with him/her. 4. Any person who is or who expects to be temporarily outside the territorial limits of the state or absent from the
parish in which he/she is qualified to vote during the absentee voting period and on election day. 5. Any person who, after the registration books have closed, has moved his/her residence to another
parish, and the new residence is more than one hundred miles from the parish seat of the parish of his/her former residence, in which case he/she may vote by absentee ballot in the parish of his former
residence. 6. Any person involuntarily confined in an institution for mental treatment outside the parish in which he/she is qualified to vote, who is not interdicted and not judicially declared
incompetent. 7. Any person residing outside the United States. 8. Any person who is hospitalized or expects to be hospitalized on election day and was either hospitalized or did not have
knowledge of his/her proposed hospitalization during the period of absentee voting in person. 9. Any person who was hospitalized and released prior to an election, but who is either hospitalized or
restricted to his/her bed by a physician during absentee voting in person and is restricted to his bed by a physician on election day. 10. Any person incarcerated in an institution inside or outside
the parish in which he/she is qualified to vote, who is not under an order of imprisonment for conviction of a felony, may only vote absentee by mail and only upon certification to the appropriate
registrar by the sheriff of the parish where the person is incarcerated that he/she is not a convicted felon.
The following individuals are eligible to absentee vote IN PERSON in the state of
Louisiana: 1. Any person who expects to be absent from his/her parish on election day. 2. Any person who expects to be hospitalized on election day. 3. Any person who, after the registration
books have closed, has moved his/her residence to another parish, and the new residence is more than one hundred miles from the parish seat of the parish of the former residence, in which case he/she may
vote by absentee ballot in the parish of the former residence. 4. Any person incarcerated within the parish in which he/she is qualified to vote and who is not under an order of imprisonment for
conviction of a felony. 5. Any person involuntarily confined to an institution for mental treatment who is not interdicted and judicially declared incompetent. 6. Any person who, by virtue of
his/her employment or occupation, expects to be out of his/her precinct of registration and upon the waters of the state on election day. 7. Any person who is physically disabled to an extent which
prevents him/her from voting at the polls on election day. 8. Any person whose religious tenets prevent him/her from voting on election day. 9. A clerk of court, registrar of voters, election
commissioner or commissioner-in-charge. 10. Any employee of the secretary of state, commissioner of elections, clerk of court, or registrar of voters who by virtue of that employment expects to be
unable to vote on election day. 11. Any person who is sixty-five years of age or older.
How Can I Acquire an Absentee Ballot?
Absentee Voting - by Mail
To request absentee ballots by mail rather than in person during the week of absentee voting, an applicant must send a written request stating his/her name and the reason for not being able to vote
absentee in person or vote at the polls on election day.
Military personnel may make requests for absentee ballots from 12 months before the election to 7 days before the election. All other
voters must submit applications to vote absentee by mail no later than five days before the election.
Absentee Voting - In Person In-person absentee voting takes place in the Registrar of
Voters office in each parish and begins 12 days prior to the election and ends 6 days prior to the election. The Registrar of Voters offices in each parish are open from 8:30 am to 4:30 p.m. Monday -
Friday and 8:30 am to 12:00 noon on Saturday during this week.
How do I Return the Absentee Ballot and What is the Deadline?
The
deadlines for returning the absentee ballot to the Registrar of Voters are as follows: - For military personnel and U.S. citizens residing outside of the United States: Election Day
- For all other voters: The day before the election.
